FELcilitate consulting
Services

Our range of services helps you to derisk your projects early on

We support owners, contractors and investors in large industrial CAPEX projects, from FEL 1 to commissioning. Every service is tied to a recognised standard and, where available, to a tool from our suite.

01 · Planning and review

Project Execution Planning & Review

Standards and tools: ✓ Project Maturity Assessment (PDRI-style) · ✓ Schedule Health Check · Cold Eye Review

The execution of CAPEX projects has become more complex, and with it the implementation risk for every stakeholder. The best moment to reduce that risk is early: in FEL 1 to 3, when the scope definition and the Execution Approach are decided. We support project teams in developing sustainable project execution plans, including the analysis of stick-built versus modular execution (PPMOF), and we review projects already in execution with a Cold Eye Review.

  • Project execution plans and Execution Approach for FEL 1 to 3
  • Modularization and Advanced Work Packaging (AWP)
  • Project maturity assessment prior to FID (PDRI-style, FELcilitate method)
  • Cold Eye Review of projects in execution: document review, site visit with structured interviews, findings report
  • Schedule Health Check and schedule analysis (DCMA 14-Point)
  • Site and commissioning planning, completion management

Project Risk Analysis

Standards and tools: ✓ Risk & Contingency · AACE 44R-08, 57R-09, 65R-11, 113R-20

Risk becomes manageable once it has been named, quantified and assigned. We identify and evaluate project execution risks together with your team and quantify them against the base estimate and base schedule, so that contingency becomes a range with a probability rather than a percentage.

  • Risk identification workshops and risk register
  • Expected-value and Monte Carlo quantification (risk-driver method)
  • Contingency as a P50 / P80 / P90 range for cost and schedule
  • Mitigation planning and risk ownership
03 · Cost

Cost Engineering

Standards and tools: ✓ Cost Estimate Review · GAO-20-195G · AACE 18R-97

A cost estimate is only as good as its basis. We review and benchmark capital cost estimates for owners and investors: classification, structure, Basis of Estimate and the credibility of the number at the investment decision. Our team includes a Certified Estimating Professional (CEP®) and a certified user of the Aspen Capital Cost Estimator (ACCE).

  • Cost Estimate Review per GAO-20-195G and AACE 18R-97
  • Benchmarking and Value Engineering
  • Estimate development and bid estimation support (ACCE)
  • Cost estimation processes, checklists and templates for owner organisations

Interim Management & Shadowing

Standards and tools: Shadowing · Interim Management · PMP®

We prefer to make your project managers stronger rather than to replace them. In a shadowing engagement we mentor the project manager and the core team through the phases that decide the outcome — ramp-up, the first 100 days, critical decision points — so the capability stays in your organisation when we leave. Interim management remains available where a role genuinely has to be filled, but shadowing is what we recommend.

  • Shadowing of project managers and core teams
  • Ramp-up, “the first 100 days”, critical decision points and closeout
  • Interim project, construction and commissioning management where a role has to be filled
05 · Organisation

Organisational Development

Standards and tools: Project Controls Framework · AACE

Capability stays in an organisation when it is built with the people who run the projects. We plan and deliver workshops in all project phases, from kick-off and team building to Project Controls as an end-to-end process, and we use your own projects as the case material.

  • Kick-off and team-building workshops
  • Project Controls Framework workshops: cost, schedule, scope and risk
  • Cost estimation processes: checklists and standardised templates
  • Training and mentoring of project managers, from project teams to C-level
Tool suite

Selected portfolio elements are supported by our standard tool-set

For four recurring questions we work with standardised tools: same inputs, same method, comparable results. Each tool answers one owner question; chained, they form the backbone of an FID-readiness assessment.
